Oura offers a sizing kit, which contains 8 plastic rings in sizes 6 to 13. He recommends trying the ring on your index finger, middle or ring finger, whereby it is important, so that the ring fits snugly, but comfortable, with no gaps between the ring and the finger, and not to turn around during normal activities.
