I tested the effect of adding the fan with a 200W thermal load, the CPU temperature dropped from 85 to 82°C, which doesn't seem like much of an improvement.
Thanks to the thick washers, the mounting wires are so terribly tight that I'm afraid they might break and fall on the graphics and short it out, for example.
The fan is intended as a second fan on the radiator, not as a universal fan - it has a very short cable.
